The production phase of the project has continued its strong emphasis on contracting locally for maintenance, supplies and other goods and services, a procurement philosophy that was also a cornerstone of the construction effort.

Compensation to land users and to affected communities began in 1997 and continues to this day. Much of the land required during the construction phase is being returned to local land users.

The extensive HIV/AIDS and malaria education and prevention programs that began during the construction phase have been continued in the production phase.

Project focus during the production phase has shifted to training and mentoring Chadians and Cameroonians to take over more and more operational responsibility. The goal: at least 80% of project employees hired from the local population.
