The World Bank Group, including the
International Bank for Reconstruction and Development and the
International Finance Corporation, has been instrumental in a number of
crucial aspects of the project, including:
Financing Chad’s and Cameroon’s equity participation in the pipeline portion
of the project through low interest loans.
Technical assistance to the Consortium in the development of the environmental
and socioeconomic management plans for the project through Bank staff
involvement and the Expert Panel that advised Chad during project planning.
Monitoring the project’s compliance with the environmental and socioeconomic
management plans by teams of experts, such as the External Compliance
Monitoring Group, the International Advisory Group, and the Inspection Panel.
Capacity building advice and assistance to the host countries. In particular,
the World Bank Group assisted Chad in the development and implementation of
its unique Revenue Management Plan to ensure transparent and equitable
utilization of the oil revenues.
