A coventure of three energy companies, the Consortium has constructed the
project and brought it online. The operator of the project is ExxonMobil (40%
ownership), and is joined in the venture by Petronas (35%) and Chevron (25%).
Chad, a poverty-stricken country with minimal infrastructure and few skilled
technicians, could not finance the project and could not undertake the
sophisticated design and construction effort required to bring the project to
fruition. For that reason, Chad sought outside help and made the decision to
work with a partnership of global oil companies that would ultimately be
responsible for roughly 97% of the upfront costs of building the project. It
is the skill, experience and financial capacity of the Consortium that has
allowed Chad to develop its petroleum resources in accordance with
international engineering standards and environmental safeguards. The project
has also helped Chad develop its human resources through skills training of
workers, first in the construction effort and now during the production phase.
Now, the country has the beginnings of an oil industry where none existed
before.
